Mission Statement

About the Unemployment Insurance Division

Welcome to the Unemployment Insurance Division - "Quality Service by Caring, Dedicated People." Unemployment Insurance (UI) is a federal-state program developed in the 1930's after the Great Depression. Unemployment Insurance is exactly as the name implies - insurance. Unemployment Insurance administration is financed through a federal payroll tax paid by employers.

Unemployment Insurance benefits lighten the burden of unemployment for the unemployed individual, maintain purchasing power in the community, and allow laid off employees to remain in the area so they will be available for re-employment. The program stabilizes the local and state economy by preventing a sharp drop in consumer spending during periods of unemployment. Unemployment Insurance benefits are paid with Montana employer's Unemployment Insurance contributions.

DIVISION STRUCTURE

Claims Processing Bureau
Shirley Rush, Bureau Chief

The Claims Processing Bureau is responsible for taking new and reopened claims for all programs of unemployment insurance and resolving non-monetary and employer charging issues. The Bureau also contains the monetary unit, responsible for adding federal, military, and out-of-state wages, wage corrections, and administration of the Trade Adjustment Act claims.

Program Support Bureau
Bernie Warren, Bureau Chief

The Program Support Bureau is responsible for main telephone reception, mail and image processing, Overpayment and Claims Investigation units and the Rover team of trainers. In addition the Bureau is responsible for all computer hardware and software support, security, and maintenance. Division projects that are technology-based are coordinated or completed with PSB staff. The management analyst, federal reporting, and accounting functions for the division are based here too, as well as Benefits Accuracy Measurement for claims audit.

Contributions Bureau
Sandy Bay, Bureau Chief

The Contributions Bureau maintains accounts and establishes employer payroll tax rates for Montana employers. They collect the contributions, audit employers, and enter wage data used when claims are filed.

It is our mission to administer a program which provides short-term economic relief to eligible workers from a fund financed by employers. This program not only lightens the burden of unemployment upon the worker and the worker's family, but also helps local communities maintain a stable workforce and economy. We provide this program with a commitment to truly serve the needs of employers and claimants; to continually improve service; and to seek excellence in all we do.
